NREA's legal counsel, Steve Seglin, is employed directly by the board of directors to advise the board on legal matters pertinent to the business of the Association. However, NREA provides the services of the Association's legal counsel to our member-systems when legal issues arise that are of general interest to our membership. When an issue arises concerning the interpretation of the state's territorial protection statutes, the legality of public power districts making certain investments, or stray voltage liability issues, for example, Steve will be asked to prepare a legal opinion on the subject for distribution to all of the members of NREA.

Using Steve's services, NREA also will intervene in litigation as a "friend of the court" to defend the broader interests of our membership. Most of these interventions over the years have involved territorial protection issues. Steve also assists in the drafting or review of legislation that has been introduced in the Nebraska legislature, and frequently testifies before legislative committees on complex legal issues. He is one of the few recognized experts on the state's public power statutes.

Steve received his J.D. from the Nebraska College of Law in 1966. After graduation from the College of Law, he served as a Captain in the United States Army, Judge Advocate Generals Corp. He was stationed, among other places, in Vietnam where he was awarded the Bronze Star. Steve joined the Crosby Guenzel Law Firm in 1970, after serving in Vietnam. His practice areas include public power district law, natural resources, water, and environmental law, and telecommunications.

Crosby Guenzel LLP marked their fifty-fifth anniversary in 2003. In 1948 Tom Pansing and Bob Guenzel, life-long Lincoln residents, began the firm around a client base of their many contacts in the Lincoln community. In 1955, former Governor Robert B. Crosby joined the firm.

Over the past fifty-five years the firm's practice has evolved to serve not only Lincoln clients but clients from throughout the state of Nebraska and national clients with legal issues in Nebraska. Crosby Guenzel LLP has developed several practice areas including the representation of farmer-owned cooperatives, public utilities, governmental subdivisions, telecommunications, trade associations, non-profit corporations, probate and estate planning, insurance, and corporate law. The firm has represented their clients in commercial litigation in both state and federal courts, including appeals in Nebraska, the Eighth Circuit Court of Appeals, and the United States Supreme Court; personal injury litigation, administrative hearings, legislative and lobbying matters and corporate/commercial mergers, acquisitions and governance.
